Fixes in Hochul’s budget can curb crime and aid the mentally ill — IF cops, judges, DAs do their jobs

The legislative fixes Gov. Kathy Hochul got lawmakers to agree to in the budget they’re passing this week won’t fully solve New York’s troubles with crime and mental illness — but they’re at least a start.
