28-year-old U.S. Army Capt. Rebecca Lobach, a former White House social aide during Joe Biden’s presidency, was among the passengers on the Black Hawk helicopter involved in the deadly D.C. plane crash, the Army said in a statement shared with PEOPLE on Feb. 1.
