Kyiv won the exemption on the first tranche, all of it earmarked for drones, by arguing the components it needs just aren’t available fast enough from European suppliers. There’s an irony here: the EU has branded Beijing “the key enabler of Russia’s war,” but Ukraine’s own weapons industry runs on the same Chinese parts feeding Moscow.
